Revised SAP Checklist by Emergency Action

Attention NACCAS Evaluators,

It has come to our attention that there has been a misinterpretation of item #24 on the newest SAP Policy Checklist set forth by NACCAS.

Beginning in July, 2011, the USDOE CFR 668.34 states that:

“Credit hours from another institution that are accepted toward the student's educational program must count as both attempted and completed hours.”

NACCAS has confirmed that this statement is referencing maximum time frame ONLY and transfer hours are NOT included in the transferring in student’s first evaluation period.  To include them at the front of the program at the new institution would mean the same hours were being evaluated and FUNDED twice.  The intention of the USDOE is that if a student transfers in 300 hours into your 1500 hour cosmetology program, for example, the maximum time frame at your institution would be calculated on 1200 hours.

Evaluators, please do not ask institutions to include transfer hours at the receiving institution in the first evaluation period.  The first hour clocked at the receiving institution is the first hour of the first evaluation period.  If the hours needed at the receiving institution are less than 900 hours (or the institution’s defined academic year), then the first evaluation period will occur at the mid-point of the hours needed rather than at 450.
